Wat?
Since the academic year 2007-2008 all students from the People’s Republic China have to obtain a certificate of academic screening issued by the Academic Evaluation Centre (APS) of the German Embassy in Beijing before being allowed to enroll at any higher education institution, language course or other preparatory course in Flanders. The APS certificate is also required for obtaining a student visa to Belgium.

Sinds het academisch jaar 2007-2008 moeten alle studenten uit de Volksrepubliek China een certificaat van academisch onderzoek, afgegeven door het Academisch Evaluatiecentrum (APS) van de Duitse ambassade in Beijing voordat ze zich mogen inschrijven aan een instelling voor hoger onderwijs, een taalcursus of een andere voorbereidende cursus in Vlaanderen. Het APS-certificaat is ook vereist voor het verkrijgen van een studentenvisum voor België.

All students from the People's Republic China who wish to study in higher education in Flanders.
This does not apply to students from the Hong Kong (SAR) area or Taiwanese students.
Chinese Students who succesfully passed a year in officially recognized higher education in Europe (= does not include private schools or education) in Europe, do not have to present an APS certificate either.

Alle studenten uit de Volksrepubliek China die in Vlaanderen in het hoger onderwijs wensen te studeren. Dit is niet van toepassing op studenten uit Hong Kong (SAR) en studenten uit Taiwan.
Chinese studenten die met succes een jaar in officieel erkend hoger onderwijs in Europa (= omvat geen particuliere scholen of onderwijs) hebben gevolgd, hoeven ook geen APS-certificaat voor te leggen.

Hoe?
Students who apply for the APS need to go through a procedure at the German Embassy in Beijing (unless stated otherwise). The procedure is made up of two parts

1. Document screening (diploma)
2. Interview

Students who already reside in Europe at the time they apply for the APS certificate, may be exempted from the interview part in Beijing. This can only be done by an appeal letter issued by the School of Arts.

Studenten die de APS aanvragen moeten een procedure doorlopen bij de Duitse ambassade in Peking (tenzij anders vermeld). De procedure bestaat uit twee delen
​
1. Onderzoek van documenten (diploma)
2. Gesprek
​
Studenten die al in Europa verblijven op het moment dat ze het APS-certificaat aanvragen, kunnen worden vrijgesteld van het interviewgedeelte in Beijing. Dit kan alleen via een brief van de School of Arts.
